2:8 Lately My people have risen up as an enemy — You pull off the robe with the garment from those who trust you, as they pass by, like men returned from war.

Observations
It seems there is a peace or rest that comes from acting wickedly. This is not the rest from God.
On the other hand, it seems that in the world there is sometimes a sense that for rest you need to fight for yourself to take it from others

Application
Don’t try to take peace or rest from others, that is not the way to get the rest from God
